Saskatoon Willowgrove

Saskatoon Willowgrove is a suburban riding in the northeast corner of Saskatoon, anchored by the newer residential neighbourhood of Willowgrove, which saw most of its development from the mid-2000s onward. The riding has been held since 2016 by Ken Cheveldayoff, one of the Saskatchewan Party's longest-serving MLAs, first elected to the legislature in 2003 for the former Saskatoon Silver Springs constituency. Under Premier Scott Moe, Cheveldayoff served as Minister of Central Services and Minister Responsible for the Public Service Commission from February 2018. A veteran politician with deep roots in the party, he was seeking his fifth consecutive term in the legislature.

With a predominantly suburban, family-oriented electorate, Willowgrove was one of the Saskatchewan Party's strongest seats in Saskatoon, and the 2020 campaign was expected to follow that pattern.

Candidates

Ken Cheveldayoff (Saskatchewan Party) — Cheveldayoff grew up in Blaine Lake, Saskatchewan, and earned a B.A. (Honours) in economics and political science from Carleton University and an MBA from Newport University. He was a parliamentary page in the House of Commons, winning the Queen Elizabeth II scholarship for parliamentary studies. Before entering politics, he worked as a senior business advisor with Western Economic Diversification and as an entrepreneur in sports memorabilia, food distribution, and real estate development. First elected in 2003, he served in numerous cabinet portfolios under Premiers Wall and Moe, including Crown Corporations, Enterprise, First Nations and Metis Relations, Environment, and Parks, Culture, and Sport.

Kaitlyn Harvey (NDP) — Harvey is a Metis lawyer and small business owner who holds a Juris Doctorate and a bachelor's degree in geography from the University of Saskatchewan. During university, she worked as a research assistant at Environment Canada and as a teaching assistant in legal programs designed for Indigenous peoples. She also worked at CLASSIC, a poverty law clinical program in Saskatoon.

David Greenfield (Green Party) — Greenfield ran for the Saskatchewan Green Party in Saskatoon Willowgrove.

Local Issues

As a rapidly developed suburban community, Willowgrove residents were focused on issues related to neighbourhood maturation—school capacity, road infrastructure, transit connections, and recreational amenities. The Willowgrove joint public and separate school building, completed in 2015, addressed some education needs, but continued growth put pressure on services throughout the area. Transit access in Saskatoon's newer suburbs remained a persistent concern, as lower-density development patterns made efficient public transit service challenging.

The federal carbon tax was a prominent campaign issue in a riding where many residents commuted by car and felt the direct impact of fuel prices. Saskatchewan's ongoing legal fight against the federal carbon pricing framework—which had reached the Supreme Court of Canada by the time of the 2020 election—resonated with voters who viewed the tax as an unfair burden on a province whose economy depended on resource extraction and agriculture. The pandemic shaped the broader election context, with the Saskatchewan Party framing the vote as a choice about who would lead the province's economic recovery, while the NDP under Ryan Meili warned that the government's fiscal approach risked cuts to healthcare and education.
