Saskatoon Southeast

Saskatoon Southeast is a well-established constituency in the city's south end, encompassing the neighbourhoods of Lakeview, Lakeridge, Briarwood, Lakewood, and Rosewood. The riding had been held by Don Morgan of the Saskatchewan Party since 2003, making him one of the longest-serving members of the legislature heading into the 2020 election. A lawyer by training, Morgan had served continuously in cabinet since the Saskatchewan Party formed government in 2007, holding portfolios including Justice and Attorney General, Education, Labour Relations and Workplace Safety, and Deputy Premier. He entered the 2020 campaign as a seasoned cabinet minister in a riding that had consistently favoured his party.

The NDP nominated Pamela Beaudin, an environmental engineer, while Cheryl Mazil ran for the Green Party. The contest was expected to be a comfortable hold for the Saskatchewan Party.

Candidates

Don Morgan (Saskatchewan Party) — Morgan graduated from the University of Saskatchewan College of Law in 1978 and practised law in Saskatoon before serving as chairman and CEO of the Saskatchewan Legal Aid Commission from 1988 to 1992. He was appointed Queen's Counsel in 1990. First elected in 2003, he served as Minister of Justice and Attorney General, Minister of Education, Minister of Labour Relations and Workplace Safety, and Deputy Premier under Brad Wall from 2016 to 2018. Heading into the 2020 election, he held the Labour Relations and Workplace Safety and Justice portfolios.

Pamela Beaudin (NDP) — Beaudin is a community leader and environmental engineer who graduated from the University of Saskatchewan with a B.Sc. in mechanical engineering. She worked as an environmental engineer in the energy industry.

Cheryl Mazil (Green Party) — Mazil ran for the Saskatchewan Green Party in Saskatoon Southeast.

Local Issues

As one of the province's most experienced legislators, Morgan's campaign drew on his extensive record in cabinet and his long-standing relationship with the riding. Labour relations and workplace safety were relevant given the economic disruptions of 2020, with pandemic-related shutdowns affecting workers across the province. Morgan's portfolio responsibilities placed him at the centre of the government's response to workplace safety concerns arising from COVID-19.

The riding's suburban neighbourhoods continued to see residential growth during the inter-election period, with newer developments in Rosewood expanding the constituency's footprint. Residents in these growing communities were attentive to issues of school construction, road infrastructure, and municipal services keeping pace with development. Province-wide, education funding remained a contentious topic—while the 2020–21 budget set a record at $1.94 billion in school operating funding, critics argued that per-student spending had not kept pace with inflation and growing classroom complexity. The federal carbon tax, which Saskatchewan had challenged in court, was also a recurring campaign issue in a riding with many residents connected to the province's resource economy.
