Saskatoon University is a central riding encompassing the University of Saskatchewan campus and surrounding neighbourhoods, home to a large student population and the academic community that supports the province's largest post-secondary institution. The riding was created in the 2012 boundary redistribution and was won in 2016 by Saskatchewan Party candidate Eric Olauson in one of the tightest races of that election—a margin of just 348 votes over the NDP's Jennifer Bowes. The 2020 contest was a direct rematch, and Bowes entered the campaign determined to reverse the narrow 2016 result.
Olauson's single term had not been without controversy. In 2016, he was removed from a committee position after liking inappropriate social media posts, and in 2017, he drew criticism for appearing to order a background check on a constituent who had written to him about library funding cuts. These incidents gave the NDP additional ammunition in a riding where progressive voters were already motivated.
Candidates
Jennifer Bowes (NDP) — Bowes grew up in Waldheim, Saskatchewan, and earned a B.A. in psychology from Queen's University. She worked with the Ministry of Corrections at the Saskatoon Correctional Centre, served on the board of the Elizabeth Fry Society of Saskatchewan, and worked as an income assistance worker with the Ministry of Social Services. She also served overseas with CUSO International in Burma (Myanmar), working with a human rights NGO to empower women in leadership. Before her election, she worked for SEIU West as an advocate for healthcare sector employees.
Eric Olauson (Saskatchewan Party) — Olauson served on Saskatoon City Council as the Ward 8 councillor from 2012 to 2016 before winning the provincial seat. During his time on council, he developed a reputation as a fiscal conservative. As MLA, he served on several caucus committees and as chair of the Saskatchewan Party caucus. He was born and raised in Saskatoon.
Erickka Patmore (Green Party) — Patmore ran for the Saskatchewan Green Party in Saskatoon University.
Local Issues
Post-secondary education funding was a natural focal point in a riding dominated by the University of Saskatchewan. The NDP argued that provincial investment in advanced education had not kept pace with growing enrolment and the increasing costs of research and instruction. Tuition affordability and student supports were of direct concern to the thousands of students living in the riding, while university staff and faculty were attentive to questions about operational funding and research grants.
The riding's mix of student renters, young families, and established neighbourhoods also brought attention to housing affordability and public transit. Education funding at the K–12 level was another concern, as growing classroom sizes and declining per-student spending in national rankings fuelled debate about the province's priorities. The COVID-19 pandemic raised additional questions about the university's capacity to deliver safe in-person instruction and the province's broader public health response. The close margin of the 2016 result made this one of the most competitive rematches in the province.
