Calgary-Peigan

Calgary-Peigan is a provincial electoral district in eastern Calgary, created through the 2017 boundary redistribution. The riding encompasses the historically working-class community of Ogden, the established residential neighbourhood of Riverbend, the mixed-use business and residential hub of Quarry Park, and the suburban communities of Douglasdale, Douglasglen, and the northern portion of McKenzie Lake. The former hamlet of Shepard and surrounding industrial lands east of Deerfoot Trail also fall within the riding's boundaries. As a newly drawn district formed from parts of the abolished Calgary-Fort and portions of Calgary-Hays and Calgary-Acadia, Calgary-Peigan had no incumbent heading into the 2019 election.

Local Issues

The communities within Calgary-Peigan sat at the intersection of Calgary's industrial heritage and its push toward modern mixed-use development. Ogden, one of the city's oldest neighbourhoods, developed around the CPR Ogden Shops rail yards and retained a working-class character. Residents had long raised concerns about industrial land use, truck traffic through residential streets, and environmental remediation of brownfield sites adjacent to their homes. The 2013 floods had also caused significant damage along the Bow River through Ogden, and recovery and flood mitigation remained ongoing concerns for some residents.

Quarry Park, by contrast, represented a new model of development --- a former gravel pit transformed into a mixed-use community with corporate offices, residential towers, and riverfront green space. The planned Green Line LRT, which received a $1.53-billion provincial funding commitment in July 2017, included a proposed station at Ogden designed to connect local residents and workers to the broader transit network.

The economic downturn that began in 2015 had affected the riding's diverse communities in different ways --- hitting energy sector employees in the newer suburbs while exacerbating existing economic pressures in older neighbourhoods like Ogden. With significant industrial lands and a mix of income levels, the riding encapsulated the tensions between legacy industrial use and Calgary's suburban expansion.
