Saskatoon Fairview

Saskatoon Fairview was won by the NDP's Vicki Mowat in a September 2017 by-election after Saskatchewan Party MLA Jennifer Campeau resigned to take a private sector position in British Columbia. Mowat's by-election victory was one of two NDP seat gains in 2017, following the party's win in the Saskatoon Meewasin by-election that March. Heading into 2020, she was seeking her first mandate in a general election and was considered one of the NDP's strongest incumbents in Saskatoon. The riding covers neighbourhoods in Saskatoon's west side, a part of the city with a mix of established residential areas and newer development.

The Saskatchewan Party nominated Manny Sadhra to challenge Mowat, but the campaign was complicated by the disclosure in July 2020 that Sadhra had a 2008 impaired driving conviction, part of a broader controversy when it emerged that nearly ten per cent of Saskatchewan Party candidates had drunk driving convictions.

Candidates

Vicki Mowat (NDP) — Originally from Pincher Creek, Alberta, Mowat settled in Saskatoon and earned a Bachelor of Arts Honours and a Master of Arts in Sociology from the University of Saskatchewan, as well as a Master of Public Administration from the Royal Military College of Canada. She was a retired member of the Canadian Armed Forces, having served in the Cadet Instructors Cadre and reaching the rank of Major. Before entering politics, she taught as a sessional lecturer in Sociology at the University of Saskatchewan.

Manny Sadhra (Saskatchewan Party) — Born and raised in Punjab, India, Sadhra immigrated to Canada with his parents in 2005. Since 2009, he had owned and operated a business in Saskatchewan. He won a contested nomination to become the Saskatchewan Party candidate for the riding.

Tony Ollenberger (Progressive Conservative) received approximately four and a half per cent of the vote.

Tobi-Dawne Smith ran for the Green Party but received less than two per cent of the vote.

Local Issues

Healthcare funding and wait times were top-of-mind issues for Saskatoon Fairview voters, reflecting a province-wide pattern in which healthcare ranked as the number one concern. The NDP, led by physician Ryan Meili, argued that the Saskatchewan Party had systematically underfunded the healthcare system, and Mowat positioned herself as a strong advocate for improved access to family physicians and mental health services in Saskatoon's west-side communities.

Education and the cost of living were closely linked concerns in the riding. Families in the constituency worried about growing class sizes and reduced educational supports, issues the NDP highlighted through its $125-million education investment promise. The pandemic heightened anxieties about school safety and the adequacy of the government's reopening plans, particularly in neighbourhoods where many parents worked in essential services and could not supervise children learning from home.

Mowat's comfortable victory demonstrated the NDP's ability to hold urban seats where the party had established a strong ground game. Her personal profile as a military veteran and academic brought a credibility that transcended traditional party lines, and her by-election incumbency gave her an organizational advantage that a first-time challenger could not easily overcome.
