Rosetown–Elrose

Rosetown–Elrose is a large rural riding in west-central Saskatchewan, anchored by the town of Rosetown. The constituency stretches across an agricultural heartland known for wheat, lentils, canary seed, and pea production. Saskatchewan Party MLA Jim Reiter had held the seat since 2007 and served in several senior cabinet portfolios, most notably as Minister of Health from August 2016 through the 2020 election. As the minister overseeing the province's healthcare system during the onset of the COVID-19 pandemic, Reiter's tenure attracted both praise for maintaining health services and criticism from the NDP over transparency and preparedness.

Candidates

Jim Reiter (Saskatchewan Party) — Reiter served as the long-time administrator for the Rural Municipalities of Marriott and Pleasant Valley, with offices in Rosetown. He held senior positions with the Rural Municipal Administrators' Association and earned a senior certificate in Local Government Administration from the University of Regina, where he also served on the university senate. First elected in 2007, Reiter was appointed Minister of Highways and Infrastructure in 2009, Minister of Government Relations in 2012, and Minister of Health in 2016.

Brenda Edel (NDP) — An employee of SaskTel since 1993, Edel was president and a founding member of Barrier Free Saskatchewan, an organization focused on accessibility. She resided on an acreage in the RM of Vanscoy with her husband.

Adrian Janssens (Progressive Conservative) and Justina Robinson (Green Party) also appeared on the ballot, each receiving less than 4% of the vote.

Local Issues

Agriculture dominated the economic landscape of Rosetown–Elrose, and commodity prices, crop insurance, and trade access were perennial concerns for farmers in the riding. The 2018–2019 trade dispute with China over canola exports hit Saskatchewan producers hard, as China was a major market for Canadian canola. Grain transportation bottlenecks and rail service reliability also frustrated western Canadian farmers during this period.

As Health Minister, Reiter was closely tied to the province's pandemic response. The NDP criticized his visibility at COVID-19 briefings, with leader Ryan Meili calling his absence from press conferences a concern. The government also faced scrutiny over delays in disclosing a COVID-19 outbreak at the Lloydminster Hospital. In rural ridings like Rosetown–Elrose, healthcare access was an ongoing concern, as the consolidation of twelve health regions into the single Saskatchewan Health Authority in 2017 raised questions about the impact on smaller community hospitals and clinics. The Saskatchewan Party's strong opposition to the federal carbon tax resonated in this agricultural constituency, where fuel and input costs directly affected farm profitability.
