Fraser-Nicola

Fraser-Nicola was a sprawling interior riding that included the communities of Hope, Merritt, Ashcroft, Cache Creek, Lillooet, Logan Lake, and Lytton, stretching across the Nicola-Thompson-Fraser Canyon region. The riding had been a battleground between the NDP and the BC Liberals, with tight contests in both 2009 and 2013. In the 2013 election, BC Liberal Jackie Tegart defeated NDP veteran Harry Lali by just 464 votes. Boundary changes for 2017 added the municipality of Hope, which had been removed from the Chilliwack-Hope riding and was expected to lean NDP. The 2017 rematch between Tegart and Lali was anticipated to be another close race.

Candidates

Jackie L. Tegart (BC Liberal Party) — Tegart was the incumbent MLA seeking re-election. Before entering provincial politics, she had served on the Ashcroft village council for three terms and spent 17 years on the local school board, 15 of those as chair. She also served as president of the BC School Trustees Association and had worked as a facilitator for BC Healthy Communities and a coordinator for Community Futures.

Harry Lali (BC NDP) — Lali was a veteran politician who had first been elected to the legislature in 1991 as MLA for Yale-Lillooet, defeating a one-term Social Credit incumbent. He served as Minister of Transportation and Highways from 1998 to 2001. After losing his seat in the 2001 Liberal landslide, he returned to the legislature in 2009 by winning the newly created Fraser-Nicola riding, only to lose to Tegart by 464 votes in 2013. NDP leader John Horgan had asked Lali to step aside, but Lali defied the request and defeated Lower Nicola Chief Aaron Sam for the party's nomination.

Arthur Alexander Green (BC Green Party) — Green ran as the Green Party candidate in the riding.

Michael Henshall (BC Social Credit Party) — Henshall ran under the Social Credit banner.

Local Issues

The tension between resource development and environmental protection defined the political landscape of Fraser-Nicola. The riding's economy depended heavily on forestry, mining, ranching, and agriculture, and many residents supported pipeline and resource extraction projects as sources of employment. During the 2013 campaign, NDP leader Adrian Dix had come out against the Kinder Morgan pipeline expansion mid-campaign, a move that Lali believed cost the NDP votes from blue-collar workers in rural ridings like his. The NDP's broader positioning on resource development created an awkward dynamic for Lali in a resource-dependent riding where many traditional NDP supporters worked in extraction and transportation industries.

Health care access was a critical issue in the far-flung communities of the riding. Residents in smaller towns like Ashcroft, Cache Creek, and Lillooet often had to travel long distances to reach hospitals and specialists in Kamloops. The shortage of family physicians in rural areas was a chronic problem, and ambulance response times in remote parts of the riding were a source of anxiety.

The riding's Indigenous communities, including several First Nations along the Fraser Canyon and in the Nicola Valley, faced distinct challenges around housing, clean water, and economic opportunity. The relationship between the provincial government and First Nations was a recurring theme, particularly given the riding's large Indigenous population. Highway safety was also a concern, as residents depended on Highway 1 and Highway 5A for daily travel and the movement of goods.
