Calgary-Bow

Following the Bow River through Calgary's west end, this riding weaves together some of the city's most distinctive communities. Bowness and Montgomery, originally independent towns absorbed into Calgary in the 1960s, retain a village-like character with local shops, community halls, and a strong sense of neighbourhood identity. Parkdale and Point McKay sit closer to downtown with a mix of apartment towers and older single-family homes. Spruce Cliff and Wildwood, perched on the bluffs above the river, offer quiet residential streets within minutes of the city centre. The riding also takes in portions of the University of Calgary area, which brings a younger demographic of students and academics into the electoral mix. Flood risk along the Bow River remains a defining geographic feature, with the 2013 flood still fresh in the institutional memory of Bowness and Montgomery residents. Heading into the 2023 election, UCP incumbent and Advanced Education Minister Demetrios Nicolaides faced a high-profile NDP challenger in former Calgary city councillor Druh Farrell.

Candidates

Demetrios Nicolaides (United Conservative)* — Elected in 2019 after defeating NDP incumbent Deborah Drever, Nicolaides served as Minister of Advanced Education throughout the Kenney and Smith governments. He holds a PhD in Political Science from the University of Cyprus and is an accredited mediator with a background in conflict resolution. As minister, he oversaw changes to post-secondary tuition policy and introduced trades-focused scholarship programs. He was appointed Minister of Education following the 2023 election.

Druh Farrell (NDP) — Farrell served 20 years as Calgary's Ward 7 city councillor, from 2001 until her decision not to seek re-election municipally in 2021. Before entering politics, she worked as a fashion designer and clothing manufacturer and was deeply involved in community planning through the Hillhurst-Sunnyside Community Association and the Kensington Business Revitalization Zone. On council, she was a prominent advocate for the Peace Bridge, blue cart recycling, affordable housing, and cycling infrastructure. She won the NDP nomination in 2022, citing her concern about the direction of provincial governance.

Local Issues

Flood preparedness continued to shape the political conversation in Calgary-Bow. Nearly a decade after the 2013 disaster, upstream mitigation infrastructure remained incomplete. The Springbank Off-Stream Reservoir, intended to protect communities along the Elbow River, had faced years of regulatory and legal delays, and residents along the Bow questioned whether equivalent protections would be built for their communities. Local berm projects in Bowness had progressed, but debates over design, riverbank access, and maintenance responsibilities persisted.

Post-secondary education and affordability were naturally prominent given the riding's proximity to the University of Calgary. Nicolaides's record as Advanced Education Minister was under direct scrutiny, with students and faculty raising concerns about tuition increases, institutional funding, and the government's performance-based funding model for universities. The NDP promised to cap tuition and restore funding that they argued had been cut.

Infill development and housing density generated friction in the older communities. Bowness and Montgomery were experiencing a wave of lot splits and new duplexes replacing aging bungalows, and long-time residents debated whether the pace of change was enhancing or eroding the neighbourhood character that made these communities distinctive.
