Calgary-West

Calgary-West takes in a band of well-established and affluent suburbs on the city's western edge south of the Bow River, including Signal Hill, Springbank Hill, Aspen Woods, West Springs, Coach Hill, Cougar Ridge, Patterson, Discovery Ridge, Glamorgan, Glenbrook, and Christie Park. Mountain views, high household incomes, and a concentration of energy sector executives and professionals have long made this one of Alberta's most conservative-leaning ridings. Mike Ellis, who first won the seat in an October 2014 by-election and was one of only two Calgary PC MLAs to survive the 2015 NDP sweep, had since built a record as one of the UCP caucus's most visible members. Under Premier Smith, he was elevated to Minister of Public Safety and Emergency Services in October 2022.

Candidates

Mike Ellis (United Conservative)* --- A former Calgary Police Service officer who spent twelve years on the force, serving eight years as a constable and three as a patrol sergeant, Ellis holds a management certificate from Mount Royal College and leadership certification from the International Association of Chiefs of Police. During the 2019--2023 term, he served initially as Associate Minister of Mental Health and Addiction before being appointed Minister of Public Safety and Emergency Services by Premier Smith. Following his re-election, he was elevated to Deputy Premier in June 2023.

Joan Chand'Oiseau (NDP) --- Chand'Oiseau is described as a community leader and changemaker who has been recognized for her work in the Calgary community. She was nominated as the NDP candidate for Calgary-West in November 2022.

Jason Mckee (Green Party) --- Mckee ran as the Green Party candidate in Calgary-West.

Local Issues

The completion of the southwest ring road resolved one of the riding's longest-standing infrastructure concerns. The Tsuut'ina Trail section opened in October 2020, with the final sections of the ring road completing in 2021, providing residents of Springbank Hill, Discovery Ridge, and communities further west with a continuous freeway loop around the city. While the construction phase had caused years of traffic disruptions and environmental concerns along the Elbow River valley, the finished highway delivered the commuter relief that residents had long sought. Attention then shifted to secondary infrastructure needs, including interchange improvements and connectivity between the ring road and local road networks.

Public safety and community policing became more prominent issues during the inter-election period, particularly given Ellis's portfolio as Associate Minister of Mental Health and Addiction and later Minister of Public Safety. Property crime, catalytic converter thefts, and concerns about social disorder in adjacent communities generated discussion among Calgary-West residents. The broader provincial debate over the UCP government's approach to the opioid crisis --- including the closure of supervised consumption sites and a pivot toward a recovery-oriented model --- had implications for how addiction and mental health challenges were addressed across the city, including in the suburban west.

The COVID-19 pandemic's political fallout shaped the riding's dynamics. Premier Kenney's handling of the pandemic --- initially imposing strict measures and then relaxing them under caucus pressure, including during the summer 2021 Open for Summer campaign that preceded the devastating fourth wave --- fractured conservative unity. Some Calgary-West residents supported the UCP's push to lift restrictions early, while others, particularly those in healthcare-connected households, viewed the government's approach as reckless. Kenney's subsequent leadership review, resignation, and replacement by Danielle Smith, along with Smith's own controversial statements about COVID-19 and the Alberta Sovereignty Act, all fed into a provincial conversation that played out in this politically engaged riding.
