Bellechasse—Les Etchemins—Lévis

Bellechasse—Les Etchemins—Lévis is a sprawling riding stretching from the southern suburbs of Lévis along the St. Lawrence all the way to the US border, taking in the Appalachian foothills and farming communities of the Bellechasse and Etchemins valleys. The riding is overwhelmingly francophone and has a strong rural-conservative character, though the Lévis portion adds a suburban dimension. It has been a reliably Conservative seat since 2006.

Candidates

Dominique Vien (Conservative) — First elected federally in 2021, Vien previously spent over a decade in Quebec provincial politics as a Liberal MNA for Bellechasse, serving in Premier Jean Charest's cabinet as minister of Government Services and later holding the Tourism and Social Services portfolios. A former journalist and radio host at Radio-Canada's CBV-FM in Quebec City, she holds a communications degree from Université Laval.

Glenn O'Farrell (Liberal) — A native of Saint-Malachie in Bellechasse, O'Farrell is a senior communications executive, lawyer, and recipient of the Order of Canada. After earning degrees in economics from St. Francis Xavier University and law from Université Laval, he built a career spanning TVA, Global Television, Canwest, the Canadian Association of Broadcasters, and TFO, Ontario's French-language public television channel. His family has farmed in the riding for five generations.

Gaby Breton (Bloc Québécois) — A resident of La Durantaye, Breton holds a sociology degree and an MBA specializing in cooperative management and international projects. She spent nearly 12 years working in Vietnam and several countries across Africa and Central America on development and consultation initiatives with governments and international organizations.

Marie-Philippe Gagnon Gauthier (NDP) — Gagnon Gauthier carried the NDP banner in the riding, running on the party's platform of workers' rights, pharmacare, and affordable housing.

Mario Fréchette (People's Party) — Fréchette represented the People's Party of Canada, campaigning on reduced government intervention and lower immigration levels.

About the Riding

The riding's economy blends agriculture—dairy, maple syrup, and mixed farming—with the suburban commercial and service sectors of Lévis. Supply management protections for dairy producers are a perennial federal issue, and the riding's proximity to the US border through the Etchemins corridor makes cross-border trade a tangible concern for local businesses.

The Chaudiere-Appalaches region has one of the lowest unemployment rates in Quebec, driven by a dense network of small and medium-sized enterprises. In 2025, housing affordability emerged as an issue even in traditionally affordable rural areas, as suburban growth from the Quebec City metropolitan area pushed prices higher. Healthcare access in the more remote Etchemins communities, rural broadband infrastructure, and the economic impact of US tariffs on Quebec agricultural exports also dominated the local campaign. The riding's conservative bent made it one of the safer seats for the party in Quebec, but the Liberal candidacy of the locally rooted O'Farrell added a competitive dynamic.
