Haldimand—Norfolk

Haldimand—Norfolk encompasses the entirety of Norfolk County and most of Haldimand County along the northern shore of Lake Erie in southwestern Ontario. The riding covers over three thousand square kilometres of predominantly agricultural land, with Simcoe, Dunnville, Caledonia, Cayuga, Delhi, Jarvis, and Port Dover serving as its main population centres. Once the heart of Ontario's tobacco belt, the region's sandy soils have since been turned to ginseng, asparagus, sour cherries, and other alternative crops.

Candidates

Diane Finley (Conservative) — First elected in 2004 when she defeated a Liberal cabinet minister, Finley had served in the Harper government as Minister of Human Resources and Skills Development, Minister of Citizenship and Immigration, and Minister of Public Works and Government Services. Raised in Port Dover and Charlotteville, she holds a BA and an MBA from the University of Western Ontario. She was seeking her sixth consecutive term.

Kim Huffman (Liberal) — Huffman brought three decades of experience in social services to her campaign and was serving as a municipal councillor for Ward 7 in Norfolk County at the time of the election. She focused on community development and the needs of rural constituents.

Adrienne Roberts (NDP) — A secondary school teacher with the Grand Erie District School Board, Roberts served as an itinerant experiential learning teacher and was active in her local union. She entered politics out of a commitment to equitable access to social programs including universal pharmacare and pension protections.

Brooke Martin (Green Party) — Martin had a background in health care and joined the Green Party out of a belief in transparent government.

Bob Forbes (People's Party) — A Caledonia resident with over thirty years of experience in the pharmaceutical industry and a graduate degree in education from St. Mary's University, Forbes was a founding member of the PPC.

About the Riding

Haldimand—Norfolk sits within the Haldimand Tract, a large parcel along the Grand River granted to the Six Nations of the Haudenosaunee by the Haldimand Proclamation of 1784. Tensions over land claims remained a defining local issue, particularly following the Caledonia land dispute that erupted in 2006 and continued to shape relations between Indigenous and non-Indigenous communities.

The riding's economic transformation away from tobacco farming, which had defined Norfolk County since the 1920s, remained ongoing in 2019. Many former tobacco operations had diversified into other crops, while Norfolk County pursued tourism as an economic driver, with Port Dover's beaches, fishing harbour, and seasonal events drawing visitors from across southern Ontario. Lake Erie's commercial fishery added another dimension to the local economy. The riding was among the most reliably Conservative constituencies in Ontario, with Finley having won five straight elections, and her deep local roots and cabinet experience made the seat a formidable stronghold.
