Haldimand—Norfolk

Stretching along the northern shore of Lake Erie in southwestern Ontario, Haldimand—Norfolk covers the entirety of Haldimand and Norfolk counties — a vast, predominantly agricultural landscape. The riding's main population centres include Simcoe, Dunnville, Caledonia, Cayuga, Jarvis, and Delhi. Once the heart of Ontario's tobacco belt, the region's sandy soils also support a range of other crops including ginseng, asparagus, and sour cherries.

Candidates

Diane Finley (Conservative) — First elected in 2004 when she defeated a Liberal cabinet minister, Finley had risen to become one of the most prominent members of the Harper government. She served as Minister of Human Resources and Skills Development, Minister of Citizenship and Immigration, and Minister of Public Works and Government Services. She held the role of Regional Minister for Southwest Ontario. Finley sought a fifth consecutive term in the riding.

Joan Mouland (Liberal) — Mouland was a lawyer from Simcoe who mounted the Liberal challenge in the riding.

John Harris (NDP) — Harris, a resident of Simcoe and father of four, ran as the NDP candidate with roots in the local community.

Wayne Ettinger (Green Party) — Ettinger represented the Green Party in a riding where agricultural policy and environmental stewardship were recurring themes.

About the Riding

Haldimand—Norfolk's economic character was shaped by a decades-long transition away from tobacco farming, which had been the region's signature industry since the first tobacco plot was planted in Norfolk County in 1920. By 2015, many farms had shifted to alternative crops, though the legacy of the tobacco era remained visible in the landscape of kilns and curing barns. The riding's proximity to the Six Nations of the Grand River reserve, Canada's most populous First Nations community, meant that Indigenous relations were a persistent local issue — particularly following the Caledonia land dispute that began in 2006. Lake Erie's commercial fishery, Norfolk County's growing reputation as a tourism destination, and the economic challenges of rural depopulation all figured in the 2015 campaign. With Finley's deep roots in the riding and her cabinet experience, the seat was considered a Conservative stronghold, though the Liberal wave across Ontario made every seat competitive.
