Honoré-Mercier

Honoré-Mercier is a federal riding in eastern Montreal that encompasses the entire borough of Anjou, the eastern portion of the borough of Rivière-des-Prairies—Pointe-aux-Trembles, and the northern section of the borough of Mercier—Hochelaga-Maisonneuve. The district is bounded by the Rivière des Prairies to the north and Sherbrooke Street East to the south, combining industrial zones, post-war suburban development, and pockets of green space along the riverfront. Approximately 34 percent of the riding's population are immigrants, with particularly large communities of Haitian, Italian, and North African origin. French remains the mother tongue of about 48 percent of residents, but the riding is linguistically diverse, reflecting Montreal's broader multicultural fabric.

Candidates

Pablo Rodriguez (Liberal) — Born in Argentina, Rodriguez's family fled the military junta and settled in Quebec when he was eight years old, where he learned French playing hockey on Sherbrooke's outdoor rinks. He joined the Quebec Liberal Party's youth commission at 16 and served as a youth spokesperson for the federalist side in the 1995 Quebec referendum. First elected to the House of Commons in 2004, he served continuously until 2011, when he was defeated during the NDP's Orange Wave. He returned to Parliament in 2015 and had since held senior cabinet posts including Government Chief Whip, Minister of Canadian Heritage, and party Quebec lieutenant.

Charlotte Lévesque-Marin (Bloc Québécois) — Originally from Val-d'Or in Abitibi, Lévesque-Marin had been established in eastern Montreal for a decade. She was pursuing studies in psychology at the Université du Québec à Montréal and worked as a seamstress at Coop Couturières Pop in Hochelaga. Active in the independence movement, she had served as regional youth president of the Bloc Québécois for eastern Montreal and as a councillor on the national youth executive of the Parti Québécois.

Guy Croteau (Conservative) — Croteau carried the Conservative banner in Honoré-Mercier in the 2021 contest.

Paulina Ayala (NDP) — Born in Santiago, Chile, Ayala was a student activist during the Pinochet dictatorship before immigrating to Canada in 1995. She held a diploma in education, history, and geography, and had served as MP for Honoré-Mercier from 2011 to 2015 after riding the NDP's Orange Wave to victory. She sought to reclaim the riding in 2021 after unsuccessful bids in other districts.

About the Riding

Created in 1987 as Anjou—Rivière-des-Prairies and later renamed Honoré-Mercier—after Quebec premier Honoré Mercier—the riding has been a politically divided territory. The Rivière-des-Prairies section, with its large immigrant communities, tends to lean Liberal, while the more francophone Anjou section has historically shown stronger support for the Bloc Québécois. This internal division has made the riding a fascinating microcosm of the broader tensions in Quebec politics between federalism and sovereignty.

Rodriguez's dominance in the riding was built on deep personal roots in the community and strong support among immigrant and allophone voters. His 2021 campaign benefited from his high profile as a senior cabinet minister and his party's strength in multicultural urban Montreal.

Local issues reflected the concerns of a working-class and middle-class Montreal suburb—transit access, affordable housing, support for small businesses recovering from the pandemic, and the quality of public services. The riding's proximity to major industrial and logistical infrastructure along the eastern rail corridor also raised questions about environmental impacts and urban planning.
