While on council, he co-founded a Physician Recruitment Task Force with Royal Victoria Hospital to attract more doctors to the city. After losing the 2004 federal election despite winning the Conservative nomination, Brown won the Barrie seat in 2006 by defeating Liberal incumbent Aileen Carroll and was re-elected comfortably in 2008.

About the Riding

Barrie experienced explosive growth in the decades before 2011, driven by its position along the Highway 400 corridor connecting Toronto to cottage country and points north. The city’s population reached approximately 136,000 by the 2011 census, with a median age of 37.2 years, reflecting the large number of young families drawn by more affordable housing compared to the Greater Toronto Area.

The city is a major commuter hub, with many residents making the daily drive or GO Transit bus trip south to Toronto for work. Barrie’s own economy is diversified across healthcare, education, information technology, and manufacturing. Royal Victoria Hospital is one of the city’s largest employers and a regional healthcare hub for Simcoe County. Georgian College’s Barrie campus is a significant employer and educational institution. The city’s downtown along Dunlop Street sits on the Kempenfelt Bay waterfront, blending retail, dining, and cultural venues.

Barrie serves as the commercial and service centre for much of Simcoe County, drawing shoppers from surrounding rural communities. The city’s rapid growth brought challenges in infrastructure, particularly road capacity, transit services, and healthcare access. The shortage of family physicians was a persistent local concern. Heading into 2011, the riding leaned Conservative after years of Liberal representation, and local debates centred on managing growth, improving commuter transportation to Toronto, healthcare capacity, and environmental stewardship of the Lake Simcoe watershed.
