Battlefords—Lloydminster

Battlefords—Lloydminster is a federal riding in west-central Saskatchewan encompassing agricultural land, oil-producing territory, and several Indigenous communities. The by-election was triggered by the resignation of long-serving Conservative MP Gerry Ritz, who announced on August 31, 2017, that he would leave Parliament. Ritz, a former Minister of Agriculture, formally vacated the seat on October 2, 2017.

Candidates

Rosemarie Falk (Conservative) — Falk was born and raised in Lloydminster and held a Bachelor of Social Work from the University of Calgary. She had worked as a registered social worker in Saskatchewan, as a legal assistant, and as a legislative assistant to Conservative MP Arnold Viersen prior to her candidacy.

Matt Fedler (NDP) — Fedler was an education graduate from the University of Regina who had worked as a program coordinator with the Canadian Mental Health Association. He also had a background in amateur wrestling and mixed martial arts.

Larry Ingram (Liberal) — Ingram was a small business owner and former municipal councillor who had previously run as the Liberal candidate in Battlefords—Lloydminster in the 2015 general election.

About the Riding

The riding covers a large swath of west-central Saskatchewan, anchored by the twin communities of North Battleford and Battleford—collectively known as "The Battlefords"—and the Saskatchewan portion of Lloydminster, a city that straddles the Alberta-Saskatchewan border. Other communities include Unity, Wilkie, Maidstone, and Cut Knife. The region also includes several First Nations reserves and has a significant Indigenous population, with approximately 24% of residents identifying as Indigenous according to census data.

Agriculture and oil extraction form the economic backbone of the riding. The surrounding prairie landscape supports large-scale grain farming, cattle ranching, and mixed farming operations. The Lloydminster area is a major centre for heavy oil production, with the Husky Energy upgrader and numerous oil field service companies providing employment. North Battleford, with a population of approximately 14,000, serves as the regional commercial and administrative centre for the broader area.

The riding has been one of the most reliably Conservative constituencies in Canada, having elected Conservative or Reform Party candidates in every election since 1968. The median household income reflects the region's mix of resource wealth and agricultural economy, and the riding faces challenges related to rural population decline in smaller communities offset by modest growth in the larger centres.
