Kelvington—Wadena is a rural constituency in east-central Saskatchewan with an economy rooted in grain farming, ranching, and small-town commerce. Incumbent Saskatchewan Party MLA Hugh Nerlien, first elected in 2016, sought a second term in 2020. The riding had been in Saskatchewan Party hands since 1997, when Liberal MLA June Draude—first elected in 1995—joined the newly formed party, and Nerlien faced no serious threat to his hold on the seat. The 2020 campaign was shaped by the challenges of running during a pandemic, with candidates noting the difficulty of meeting voters while observing physical distancing protocols.
Candidates
Hugh Nerlien (Saskatchewan Party) — Nerlien grew up in the Porcupine Plain area and on the family farm near Greenwater Lake. He held a diploma in business administration from Saskatchewan Polytechnic and worked in the banking sector before becoming owner-operator of Dragonfly Holdings Ltd. in Porcupine Plain. He was acclaimed as the Saskatchewan Party’s candidate for 2020.
Linda Patenaude (NDP) — Patenaude was born and raised in rural Saskatchewan and spent her early years on a farm. She served as the Activity Director for the Kelvington Housing Authority and had returned to farming and raising cattle. She was acclaimed as the NDP candidate at a virtual nomination meeting in May 2020.
Justin Chrobot (Buffalo Party) — Chrobot spent eight years running directional drills and installing utilities and pipelines across western Canada before moving to Theodore, Saskatchewan, in 2016 with his family, where he pursued a career in power line construction and maintenance.
Wayne W. Mastrachuk (Progressive Conservative) received a modest share of the vote. Melissa Fletcher (Green Party) drew just above two percent.
Local Issues
Healthcare infrastructure was a prominent topic in Kelvington—Wadena during the 2016–2020 term. The new Kelvington and Area Hospital opened in 2016, replacing an aging facility that had been in service since 1969, and a forty-five-bed long-term care facility followed in 2017. While these investments were welcomed, the broader challenge of recruiting and retaining healthcare professionals in small rural communities persisted. The pandemic brought rural healthcare capacity into sharper focus, as residents worried about the ability of local facilities to cope with a potential surge in cases.
The agricultural economy faced a difficult period. Commodity price volatility, trade disruptions—including the protracted dispute with China over canola exports—and the federal carbon tax weighed on farm operations. Many producers in the riding also contended with weather-related challenges including variable moisture conditions. The Saskatchewan Party’s opposition to the federal carbon tax was a central part of its appeal in ridings like Kelvington—Wadena, where farming input costs were directly affected.
Rural depopulation and service consolidation remained ongoing concerns. Small towns across the constituency faced declining populations, which in turn put pressure on local schools, post offices, and community services. The push for improved rural broadband connectivity gained urgency during the pandemic, as remote work and online education highlighted the digital divide between urban and rural Saskatchewan.
