Notre-Dame-de-Grâce—Westmount

Notre-Dame-de-Grâce—Westmount is a federal electoral district on the Island of Montreal comprising the Town of Westmount, the Town of Montreal West, the neighbourhood of Notre-Dame-de-Grâce (NDG) within the borough of Côte-des-Neiges—Notre-Dame-de-Grâce, and a small section of the borough of Ville-Marie. The riding is one of Montreal’s most historically anglophone federal districts, though immigration and demographic shifts have made it increasingly multilingual. It is highly educated and relatively affluent, with nearly half of residents holding a university degree.

Candidates

Marc Garneau (Liberal) — Born in Quebec City, Garneau graduated from the Royal Military College of Canada in 1970 and earned a PhD in electrical engineering from Imperial College London in 1973. He served as a Canadian Armed Forces naval officer before being selected as an astronaut in 1983, becoming the first Canadian in space aboard STS-41-G in 1984. He flew two additional shuttle missions and logged 677 hours in orbit. From 2001 to 2005, he served as president of the Canadian Space Agency. Garneau entered politics in 2008 and represented this riding from 2015 onward. He served as Minister of Transport from 2015 to 2021 and as Minister of Foreign Affairs earlier in 2021.

Emma Elbourne-Weinstock (NDP) — A McGill University graduate with a master’s degree in political science, Elbourne-Weinstock worked in the university’s Indigenous Initiatives unit. She campaigned on the climate emergency, affordable housing, and Indigenous rights.

Mathew Kaminski (Conservative) — A Montreal-raised auditor and Concordia CPA candidate, Kaminski entered politics at 17 with a focus on fiscal policy. He brought a business-studies background to the campaign.

About the Riding

Notre-Dame-de-Grâce—Westmount straddles two distinct communities united by geography and political tradition. Westmount—an independent municipality on the slopes of Mount Royal—is one of Canada’s wealthiest enclaves, known for its stone mansions, private schools, and Murray Hill Park lookout over downtown Montreal. Montreal West, a small residential town along the CN rail corridor, shares Westmount’s anglophone heritage and fierce attachment to local governance.

Notre-Dame-de-Grâce, by contrast, is a sprawling residential neighbourhood whose character varies block by block—from the leafy avenues near Monkland Village to more modest apartment-lined streets further south. Sherbrooke Street West runs through the riding as its principal commercial artery, anchoring the neighbourhood’s retail and cultural life. NDG has attracted successive waves of immigrants, and today Spanish, Arabic, Chinese, and Italian are commonly heard alongside English and French.

The riding has been a Liberal fortress for generations, reflecting both the party’s historical appeal to anglophone and immigrant Montrealers and the moderate, cosmopolitan political culture of the area. Issues of local concern include the high cost of housing—particularly acute in Westmount and along the NDG-Monkland corridor—public transit improvements, the preservation of green space, and the quality of health-care services at nearby institutions.
