In Parliament, he served as parliamentary secretary to the prime minister on intergovernmental affairs and later as parliamentary secretary on housing and urban affairs.

About the Riding

Created in the 2012 redistribution, Spadina—Fort York is defined by relentless vertical growth. The CityPlace development on the former railway lands south of Front Street added tens of thousands of condominium residents over the preceding decade, creating an entirely new neighbourhood. Liberty Village transitioned from a former industrial district into a hub for technology startups and creative industries. Kensington Market and Chinatown retained their character as dense, walkable commercial strips rooted in successive waves of immigration.

Fort York National Historic Site—containing Canada's largest collection of original War of 1812-era buildings—sat amid the tower cranes as a preserved counterpoint to the surrounding development. The rapid population boom created acute pressure on schools, parks, transit capacity, and community services. Housing affordability was a dominant concern in a riding where a large share of residents were renters in condominium units. Transit expansion—including planned waterfront improvements—and the integration of social services into the new vertical communities were recurring campaign themes. Vaughan's profile as a housing-focused parliamentary secretary and his deep roots in the area gave him a strong advantage heading into the contest.
