Delta

Delta is a federal electoral district in the southwestern corner of Metro Vancouver, encompassing the municipality of Delta -- a community of approximately 108,455 people as of the 2021 census, bordered by water on three sides. The Fraser River defines the northern boundary, the Strait of Georgia lies to the west, and Boundary Bay stretches along the southern edge, placing the riding just 22 kilometres north of the Canada-United States border at Peace Arch. The district comprises three geographically distinct communities -- North Delta, Ladner, and Tsawwassen -- each with its own character and history.

Candidates

Carla Qualtrough (Liberal) has represented Delta since 2015 and served in several federal cabinet portfolios. Born in Calgary and raised in Langley, Qualtrough graduated from Simon Fraser University and earned a law degree from the University of Victoria. A former Paralympic swimmer who earned three bronze medals at the 1988 and 1992 Summer Paralympics, she was the first Paralympic athlete elected to Canada's Parliament. As a lawyer, she focused on human rights, serving as counsel to both the British Columbia Human Rights Tribunal and the Canadian Human Rights Commission.

Garry Shearer (Conservative) has lived in Delta with his wife since 1982. He is a long-time Rotarian and former Rotary District 5040 Governor who spent his career as an executive in several successful technology start-up businesses. At the time of the election, he served as executive director of the Delta Chamber of Commerce.

Monika Dean (NDP) is an arborist and labour advocate who holds a bachelor's degree in environmental science from UBC. She works in the City of Surrey's parks department and is a member of CUPE Local 402, where she served as executive at large and on CUPE's Metro Vancouver District Council. Originally from Aldergrove, she moved to North Delta in 2014.

Paul Tarasenko (PPC) is a small business owner and first-time candidate born in Surrey in 1996. He attended the French Immersion program at Burnsview Secondary in North Delta and graduated with distinction from Trinity Western University with a degree in general studies encompassing education, history, and environmental science.

About the Riding

Delta's three communities offer strikingly different landscapes. North Delta, home to more than half the municipality's population, is a largely residential suburb built on the slopes above the Fraser River floodplain, adjacent to Burns Bog -- the largest raised peat bog on the west coast of the Americas, spanning roughly 40 square kilometres of protected wetlands. Ladner, a 19th-century fishing village in the municipality's northwest, retains a heritage village centre and is surrounded by some of Metro Vancouver's most productive farmland, including the scenic farms of Westham Island. Tsawwassen, in the southwest, is a beachside community that serves as the mainland terminal for BC Ferries services to Vancouver Island and the Gulf Islands.

Agriculture is central to Delta's identity. Over 50% of the municipality's land is classified as agricultural, and as of 2016, Delta hosted 23% of Metro Vancouver's total agricultural land base. The municipality produces nearly 80% of Metro Vancouver's cereal crops, 62% of its vegetables, and 22% of its forage crops. The Agricultural Land Reserve protections have preserved much of this farmland even as surrounding municipalities have densified.

Delta is one of the more ethnically diverse communities in the Fraser Valley. Approximately 45% of residents identify as visible minorities, with South Asian Canadians forming the largest such community -- roughly 28,000 people -- making Delta home to the fourth-largest municipal South Asian population in British Columbia. Chinese and Filipino communities are also well represented. India is the top country of origin for immigrants to Delta, accounting for approximately 35% of the immigrant population.
