Also, this post would make an excellent property law exam question.  The legal occupier of Parliament has granted a bare license to Stephen Taylor, and that license has different conditions than the contractual license granted to members of the press.  If members of the press complain: 

1:  Does the mere servant of the occupier have the right to rovoke the license? 

2.  Does the answer to 1. change if Stephen has the same license as the media?  

3.  Can there be an easement for the public to use the Parliament buildings?  If so, can the right to take pictures properly be called an equitable profit?  

4.  What remedies does Stephen have, if any? </description>

		<description>IMHO special privileges are being granted to the Parliamentary Press Gallery, a self-governing organization without democratic right to access except by an elite group which makes all its own rules has seized for itself the right access to areas of Parliament Hill without regard to fairness for those who legitimately may have a right or reasonable to access to persons or places whether or not they are paid members of the professional media. It seems to me that individual rights are being trampled.</description>
